The Chief Officer Economy and Planning submitted a report in respect of the above-mentioned application and the Head of Service, Planning Development Management, explained the proposal to Members of the Committee. He also confirmed that the reason for the site visit was to allow Members to assess the relationship between the development and the neighbouring dwelling, Barnwell, in respect of dominance and overlooking. Councillor Krista Childs (Joint Local Member), spoke about the application and informed committee that she did not support the application and her main concern related to the dominance of the dwelling and the imposing impact on the neighbours privacy. Councillor Anthony Wedlake, (Joint Local Member), also spoke in relation to the application and raised his concerns including the potential lack of screening between the two properties and the width of the access road leading to the development. A discussion ensued and members raised the following points: · Visual impact in relation to the size and scale of the proposed development on the neighbouring dwelling, Barnwell, in respect of dominance and overlooking. · Consideration for obscured glass to be used in all windows and the door in the elevation facing south · That the proposed height of the fence would not provide adequate screening for the neighbours. · The width of the highway leading to the property is very narrow and would benefit from a passing bay. The Head of Service, Planning Development Management addressed Committee: · Assurance given that the fencing will provide screening for the ground floor windows. · Acknowledgement that, due to an oversight, the neighbours had not been sent notification. · Confirmation given that there is not a Right of Way on the alignment, it was incorrectly marked on a definitive map. Members resolved to grant the application. Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
