Mr Jason Lewis spoke in support of the application. The Head of Planning Development Management introduced the report and informed Committee that: · The building is in a conservation area · It is a building of visual interest and has an important roof scape · Non-residential buildings require planning permission · The owners were advised by Building Control to remove chimney debris and the remains of the chimney because it was in a dangerous condition Councillor Jon Jolley (Local Member) spoke and informed committee members that the work that had been undertaken had safeguarded a leaking roof. Councillor Marc Jones (Vice Chair) spoke about the application and reminded members that Health and Safety was paramount and that the repair works had been carried out with speed to ensure that the building was safe. A discussion ensued and the following points were raised: · It was noted that unauthorised work had been carried out in a conservation area · Clarification sought in relation to other buildings in the immediate area and the need to consider Conservation Policy · Had consideration been given to Heritage Grants – could the decision made relating to this application have an impact in the future? · Concerns raised in relation to the potential cost of re instating the chimneys, queried if Heritage Grants would be available to assist with potential cost of replacing them. · Some members felt that the works caused neutral harm and degradation of a conservation area.
