The Interim Head of Service Planning Policy introduced the two reports to Committee, whilst doing so he shared photographs of the site and the surrounding area. During the site visit Members viewed a vehicle loading and unloading a horse and their attention was drawn to the temporary fencing erected by the applicant to demark the line of the post planting area to form part of the biodiversity net benefits. Application P/2022/0496 – Creation of a car parking area in retrospect. · A plan was shared showing the marked area that members observed during the site visit. · The area showed a temporary border that will be planted to create a buffer along that section of the site. · Ecological impact – The applicants have submitted a scheme for net biodiversity benefit that satisfies the requirements of Planning Policy Wales 11. · The hours of use are currently 9.00 a.m. to 6.00 p.m. and assurances were given that this was a well set up rural enterprise. · The car park is served by an access that has been formed specifically to serve it. A discussion ensued and members raised the following: · The increase in number of vehicles entering and leaving the site, particularly when an event has been staged has created increased noise levels for neighbouring properties. · The impact of light pollution from vehicle headlights on the properties in close proximity. · Confirmation was sought on the height of the proposed fencing. · Landscaping impact on the countryside, a fence that was too high would not fit with the rural character of the area. Following the discussion Members agreed that subject to the erection of a two metre high fence on the inner edge of the ecology strip that permission should be granted.
