The Interim Head of Service Planning Policy introduced the report and informed Committee that: · This forms part of the ongoing campus redevelopment · No net increase in floor space · The removal of the condition does not increase the potential for traffic on Crispin Lane and Mold Road · This is part of a phasing plan on campus Councillor Marc Jones (Local Member) spoke and confirmed that he didn’t object to the proposal to remove the condition. He made reference to the Gateway Project and sought reassurance that this would help with the pinch points in that area and hoped that the project would deliver a better and more connected network in the future. Members sought clarification in relation to active framework – states staff and student numbers could increase. The existing buildings are currently under-utilised, therefore the development itself does not increase the potential for traffic increase, this could happen anyway. Members sought reassurance in relation to the following: · The Learning Framework · Have we got extensions and a car park and a lack of a Section 106 Agreement. · Preparing for the future. The Interim Head of Service Planning Policy stated: · The redevelopment originally came in as a whole. Concern was raised initially that the residential development could result in traffic travelling through the campus and exiting onto Crispin Lane. · That the buildings on campus are currently under-utilised. · Reassurance that by making the decision at this meeting you are not undermining your ability to look at this application on its own merits, circumstances are different for the three applications. Mr Anthony Newnes spoke against the application Julie Francis, Chief Housing Officer, spoke in support of the application. The Interim Head of Service Planning Policy introduced the application of variation of Condition 1 of P/2021/1075 to allow the continued use of the building as a homeless hostal. Councillor Becca Martin (Local Ward Member) spoke in relation to the application and whilst she thanked the staff at the Guest House she raised the following: · Query relating to the number of calls/contact with the Police. · Local residents have been exposed to anti-social behaviour by the people from the facility · Local residents have the uncertainty of the changing situation of residents at the Hostal. · A suggestion that the temporary condition should be extended for a further twelve months. The Interim Head of Service Planning Policy reminded Committee that as a Local Authority we have a duty to house homeless people. He highlighted the following: · The need for more facilities like this one. · If a decision to grant another 12 months was made it could cause uncertainty · No objections from North Wales Police · It does not detract from the character of the area. · The level of support and management of the site will continue · No parking issues · Commitment of continued meetings between local residents and Housing Department. Councillor Marc Jones (Adjoining Local Ward Member) confirmed that he supports the scheme to house the homeless and initially supported the temporary measure for the Guest House until other facilities had been developed. He would support the facility being granted a further 12 months. The Chief Officer Economy and Planning reiterated what the Interim Head of Service Planning Policy had said regarding Bed & Breakfast establishments being commonly used to house temporary homeless people. A management plan would commit the Council to on-going support. A debate ensued and Members generally agreed that the application of the variation of Condition 1 of P/2021/1075 to allow the continued use of the building as a homeless hostal be granted for a further 12 month period on a temporary basis.
