The Monitoring Officer presented a report (COGC/84/22) to inform Members of the publication of the Annual Report and Accounts of the Public Services Ombudsman for Wales 2021/22. The Deputy Monitoring Officer introduced the report and highlighted the main points contained within it. He drew Members attention to the number of complaints made against members of Town and Community Councils which had increased for the second year running. However, there had been a decrease in the number of complaints made against members of County and County Borough Councils. A Member asked a question regarding code of conduct training. The Deputy Monitoring Officer advised that all Wrexham County Borough Councillors had attended training on the Code of Conduct. Information relating to Community Council training would be sought and provided to the Committee at a later date if the information was available. RESOLVED – That the report be noted.

RESOLVED – That the report be noted.
The Deputy Monitoring Officer submitted a report (COGC/85/22) asking Members to consider the decision by the Public Services Ombudsman for Wales (PSOW) to no longer publish the Code of Conduct Casebook. The Deputy Monitoring Officer introduced the report and highlighted the changes to the way in which recent investigations/outcomes will be published on a monthly basis. A discussion ensued, and it was suggested that Members should regularly visit the PSOW website to view the information published, and that the National Standards Forum could provide an opportunity to discuss with other County Borough Councils any issues with this new process. RESOLVED – That the report be noted.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
