RESOLVED – That the Minutes of the Meeting held on Friday, 24 June 2022 be signed as a correct record.
RESOLVED – That the Minutes of the Meeting held on Monday, 4 July 2022 be signed as a correct record.
RESOLVED – That the application be REFUSED Reasons for Refusal Reason 1 The development does not accord with the character of the site or making a positive contribution to the appearance of the locality, does not take account of personal and community safety, does not provide for safe vehicular and pedestrian access to/from the site, does not ensure the safety or amenity of nearby residents, increases the risk of flooding in the locality and the loss of open space adversely impacts upon social and environmental welling and therefore fails to secure sustainable development. The development therefore conflicts with policies GDP1 a), b), d), f), i) and k) of the Wrexham Unitary Development Plan. Reason 2 The development is not located in the right location to be easily accessible by modes of transport other than a private car, does not integrate with the surrounding residential areas and will not encourage short journeys being made by walking and cycling and as such conflicts with Planning Policy Wales 11 paragraph 4.1.10 Reason 3 The site is an area of open space which has significant amenity and recreational value to a local community, having regard to the acknowledged shortfall of such provision in the Acton and Maesydre Ward. As such the development of the site does not accord with Planning Policy Wales 11 paragraphs 4.5.4 and 4.5.5.

The Chair introduced the application to all those present. Chris Lloyd (representing the Nine Acre Field Campaign Group) spoke against the application. Karen Evans (Chief Education & Early Years, WCBC) spoke in support of the application. Councillor Phil Wynn (Non Committee Member) spoke in support of the application. A discussion ensued and Members expressed their concerns in relation to the following: · Climate issues · The importance of retaining Green Space in the community. · Impact on the local highways, particularly limited visibility splays · Access to the proposed development · Potential parking arrangements · Possible flood risk · Landscape and potential loss of trees The Planning Control Lead informed members that if the development went ahead the majority of the site would be used for Education purposes and some parts would remain undeveloped. This would equate to 1.1ha of land being secured as public open space. He also highlighted the following points: · Traffic calming measures would be put in place · The proposed parking provision exceeds the maximum standards · The proposed site is not a flood risk area · No negative Ecology impact · The proposed site is currently a non accessible open space, if you are mindful to refuse the application you will not secure public open space.
