RESOLVED – That consideration of the application be DEFERRED. Reason: To satisfy the issue of phosphates.
The Chief Officer Planning & Regulatory submitted a report in respect of the above-mentioned application and the Head of Service: Development Management explained the proposal to Members of the Committee. He also confirmed that the reason for the site visit was to consider the impact of the proposed development on the Special Landscape Area. The Local Member, Councillor Trevor Bates spoke about the application and whilst he recognised that objections had been received, he felt that there would be very little negative impact on the area. A discussion ensued and members raised the following: · The impact of the proposed development on the Special Landscape Area. · Visual impact in relation to the size and scale of the proposed development · The proposed underground storage tank for waste and the plan to spread the waste on surrounding farm land · Concerns about Phosphate issues arising from the proposal Whilst Members were satisfied that the impact on the landscape was acceptable, concern remained regarding the potential detriment to the environment from phosphates arising from the proposed development. Accordingly, Members resolved to defer the application for further information on waste management and the control of phosphates. RESOLVED – That consideration of the application be DEFERRED. Reason: To satisfy the issue of phosphates.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
