The decisions as the council's minutes record them. A plain-language summary follows once it has been written.
RESOLVED – That planning permission be refused. Reason for decision (i) The proposal would introduce an additional hot food takeaway/drive-through restaurant within an area already characterised by a concentration of food outlets selling food high in fat, salt and sugar. Having regard to the concerns raised by Betsi Cadwaladr University Health Board regarding childhood obesity, health inequalities and the cumulative impact of such uses, the proposal would undermine the objective of creating healthier places and promoting healthy lifestyles. Consequently, the cumulative impact of this overprovision fails to satisfy the holistic wellbeing mandates set out in Paragraphs 3.19 and 3.21 of Planning Policy Wales, alongside the sustainable development duties imposed by the Wellbeing of Future Generations (Wales) Act 2015. (ii) Insufficient evidence has been submitted to demonstrate that the proposed development would not result in unacceptable parking demand and associated highway safety impacts. In particular, concerns remain regarding the methodology used to assess parking demand, the identified shortfall in parking provision, and the reliance upon overspill parking within nearby Tesco car parking facilities. Consequently, the Local Planning Authority cannot be satisfied that adequate parking provision exists to serve the development without adverse impacts on highway safety and the free flow of traffic. The proposal is therefore contrary to Policies GDP1 and T8 of the Wrexham Unitary Development Plan.
RESOLVED – That Agenda Item 4c – P/2026/0364 – Colliers Park, Wrexham AFC Training Ground, Chester Road, Gresford, Wrexham, LL12 8PW be brought forward for consideration at this time.
RESOLVED – That consideration of the application be deferred. Reason for decision To request the applicant to provide further consideration to a mains drainage connection or provide further evidence to demonstrate why a mains drainage connection is not feasible.
RESOLVED – That planning permission be refused. Reasons for decision (i) The development will result in an overconcentration of HMOs within the immediate area of the site contrary to Policy H4 (d) of the adopted Wrexham Unitary Development Plan and Local Planning Guidance Note No. 5 'Conversion of Dwellings into Houses in Multiple Occupation' which sets out a maximum of 10% of HMOs within a 50 metres radius. (ii) The development will give rise to demand for on-street parking in the vicinity of the site to the detriment of highway safety. The development therefore conflicts with policies GDP1 and T8 of the Wrexham Unitary Development Plan.
