The Chief Officer Governance and Customer submitted a report COGC/16/26 which allowed Members to consider the revised work programme. Members considered the submitted topic selection form in respect of Friday Waste Collections. Officers from the Environment and Technical Department outlined details of the comments made by their department in respect of the topic request. During discussion the following points were made:- · The problems outlined in the report were not considered by the Department to be systemic. · Further work is being undertaken in respect of waste collection/recycling and a relevant business case will be presented to the Committee. · Members had experienced problems with regard to collections around the time of the recent snowfall and when collections had been cancelled. · The Department noted that issues had arisen during this period, but the decision to cancel collections had been taken to allow a greater focus on dealing with the weather conditions. · The Department realised that communication in such circumstances was a key consideration and that messages given needed to reflect the impact and the resources available. Particularly when considering addressing missed collections, as over-promising did lead to public concerns. · Members noted that messages to the public needed to be as accurate as possible with regard to cancelled and missed collections. · New systems will allow the better recording for reasons of missed collection and will help identify issues. · There was concern that this matter had not been addressed when first brough to the attention of the Department. · It was noted that a reduction in refuse collection frequency would not be taken during this Council. · The outcome of the new work in relation to revised arrangements for waste collection/recycling will be available in approximately 5 months. In light of the recent decision by Council to amend policy in respect of Homes in Multiple Occupation, it was requested that the forthcoming report on Local Housing Strategy be deferred to allow for work to take place to reflect this change. The Committee were also advised that a report was due to be scheduled for the Executive Board to consider the updated Winter Maintenance and Highway Inspection Policy. Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
