The Lead Member for Finance and Asset Management and Lead Member for Partnership and Community Safety submitted a joint report CE/27/26 which provided the Customers, Performance, Resources and Governance Scrutiny with a summary update on progress against the Council Plan as at quarter 2, 2025-26. The Lead Member for Housing and Climate Change introduced the report and responded to questions accordingly thereafter, with input from other Lead Members and Officers present. During the discussion a number of issues were raised including: · The importance of ensuring those targets which impacted greatly on the public, such as grass cutting, waste collection and recycling, continued to improve; · Concern around recording some outcome measures in Environment Department (e.g. reports of fly tipping, potholes, dog fouling and littering). Officers confirmed that tablets had been rolled out to Streetscene Operatives to enable cases to be closed on the system on the day of completion, to accurately reflect service performance. · Confirmation that the variance figure between groups who share protected characteristics in comparison with the demography of the County Borough in the Council’s involvement activities should be a minus figure. · Concern around a decline in school attendance and the associated reasons for this trend; · The benefits of the Connect for Work scheme; · Concerns around children and young people at risk of modern slavery; · Discussion around how to ensure efficient use of benchmarking data; · Discussion around how targets were set and whether these were reasonable targets; · Officers explained the rationale behind the RAYG ratings, and their links with budget monitoring, particularly around target setting. AGREED – (i) To thank the Lead Members and Officers for the report and their attendance at the meeting. (ii) To recommend that an All Member Workshop be held on the development of the Council’s Anti-Poverty Strategy. Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
