The Monitoring Officer submitted a report (COGC/47/26) asking Members to agree the draft Annual Report of the Standards Committee. The Monitoring Officer presented the report and explained that it was a statutory requirement for Standards Committees to produce an Annual Report. A discussion ensued and the following points were raised: · It was noted that the Annual Report would be submitted to full Council in September to inform Members of the Committee’s work and demonstrate compliance with its functions and to summarise the key activities undertaken during the year. · The Plaid Cymru Group Leader had not completed a report prior to leaving office, and the new Group Leader was unable to comment on the previous year’s activity. · Members discussed the value of holding meetings with Group Leaders and there was general support for repeating the exercise again this year. · The importance of Code of Conduct training was emphasised, particularly the need to improve attendance at refresher sessions. Members discussed the possibility of strengthening expectations around training and exploring alternative delivery methods such as e-learning. · Clarification was provided that the legislative requirement to report applied to Group Leaders only, and not to non-aligned Members. · It was confirmed that training was provided to all Members following their Election onto the Council, with efforts made to encourage attendance at refresher sessions. RESOLVED – That the draft Annual Report be approved. Reason for decision To discharge the statutory duty of the Standards Committee to produce an annual report.
