Decision as recorded
RESOLVED – That permission be GRANTED in accordance with the recommendation of the Chief Officer Planning & Regulatory, as set out in the report.
The Chief Officer Economy & Planning submitted a report in respect of the above-mentioned application and the Lead Officer – Development Management explained the proposal to Members of the Committee. During consideration of the application, the following points were highlighted: · Confirmation that the application satisfied highway criteria in terms of visibility. It was also noted that concerns about the potential to attract parking on the main arterial road had previously been raised, but these were resolved after the access was modified. · Concern expressed by one of the local Members, Councillor Robert Walsh, that there hasn’t been any improvement in the essential facilities such as school places and health services. He also highlighted issues experienced in the vicinity with car parking. · Request that consideration be given to improving the pedestrian crossing on the Llay New Road. · Confirmation that if the application was approved, Section 106 contributions by the developer towards public open space and school infrastructure would be increased on a pro rata basis to take account of the additional properties. · Concern that collaboration between the Local Authority and the Health Board wasn’t as effective as it should be as the Health Board weren’t providing conclusive responses to Planning applications. · Importance of ensuring that a condition was imposed regarding the Council having nomination rights for the affordable houses. This would ensure that the affordable houses would be offered to Llay residents first. On the Chair’s casting vote, it was – RESOLVED – That permission be GRANTED in accordance with the recommendation of the Chief Officer Planning & Regulatory, as set out in the report.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
