Following a request from Mr. Paul Fenton, who was present at the meeting, to consider “Bus service provision and routing in Penarth – specifically the removal of the historic Route 93 / 'Poets Bus' through Poets Corner and the adequacy of current alternative provision, including consultation, decision-making, and equality impacts”, the report informed of the decisions taken to change the route of Supported Local Bus Service 93 via Redlands Road as opposed to Wordsworth Road. The report was presented to the Committee by the Operational Manager Transport Services, who outlined the background, key points and rationale concerning the report and the decisions made about this service and routing involved. These centred around the need to look at the overall location and bus routes in operation, and their required frequency, in conjunction with consideration on financial sustainability and viability, value for money and on sources of ongoing external funding, as well as ensuring ongoing service continuity with providers such as Cardiff Bus. The information and evidence provided by the requesting member of the public, Mr. Fenton, could be found at Appendix 1 to the report. Mr. Fenton also spoke at the meeting and raised a number of key points in support of his position concerning Bus Service 93 and his campaign to support this. Key to this was to restore the service to its previous route and frequency, which could be done at minimal cost and impact, as well as his proposals benefitting older, vulnerable and less mobile local residents. Mr. Fenton also cited the limitations on the current bus services provided at the location in question. Subsequently, Committee Members made several comments and raised various queries around the report, the decision making and rationale for the alternative provision outlined, as well as on the representations made by the Operational Manager Transport Services and Mr. Fenton at the meeting. These were addressed by the Operational Manager Transport Services. Contributions were also made by the Executive Leader and Cabinet Member for Performance and Resources and the Deputy Leader and Cabinet Member for Sustainable Places, who referred to the challenges around bus service provision, the need to look at the overall network and the needs of those areas with less bus and public transport services within the Vale of Glamorgan, such as rural areas. Following the consideration of the report by the Committee, and their discussions at the meeting on it, as well as the contributions made by the various parties involved, Committee subsequently RECOMMENDED – (1) T H A T the detail and context provided in the report be noted. (2) T H A T the details regarding re-routing Service 93 via Redlands Road as opposed to Wordsworth Avenue be noted. Reason for recommendations (1&2) Having regard to the contents and recommendations of the report, as well as the discussions at the meeting.
