The committee were asked to discuss and provide comments, additions and/or changes to the Hybrid (Multi-Location) Meeting Policy for consideration by the Head of Democratic Services, that they felt would improve governance of meetings and expectations around standards at committee meetings of the Council. 5.2 Discussion ensued around with members commenting around attendance at meetings in the main. The committee agreed the following points: • The six-month rule around failure of members to attend meetings should be made clear within the guidance. • To improve transparency and discipline at meetings, minutes should include a record of members joining meetings late and leaving meetings early. • It was acceptable for a member to join a meeting with their camera off due to reasons such as illness, and trust that the member was observing and participating in the meeting, providing that agreement has been sought from the Chair of the committee. 5.3 The committee: (i) Noted the content of the report and in particular the expectations set out in the Hybrid Meeting Policy that members must remain in view of the camera at all times and that a professional appearance must be upheld at all times. (ii) Considered the Hybrid Multi Location Meetings Policy and suggested the changes set out above which members felt would improve governance of meetings and expectations around standards at meetings.
6.1 Director Corporate Services & Head of Democratic Services outlined the report which updated members on the results of the recent members satisfaction survey. 6.2 The committee was disappointed with the 45% response and considered how this could be improved in the future, such as seeking encouragement from group leaders. Officers would reflect on this and consider surveying member’s during September rather than during summer recess. 6.3 The committee agreed to: (i) Note the feedback from the member satisfaction survey (Appendix A) (ii) Note the content of the Draft Action Plan attached as Appendix B.
7.1 The date and time of the next meeting would be agreed in due course and members of the committee would be notified.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
