There is no summary of this meeting yet. One is written once the council publishes the minutes. The agenda and papers are below.
1.1 There were no apologies for absence.
2.1 The MO advised that members had the same personal interest in relation to Agenda Item 5, Independent Remuneration Panel for Wales (IRPW) 2025 Draft Report, as the proposal set out in the report related to member’s salaries. All members in attendance confirmed that interest.
3.1 The minutes were confirmed as an accurate record.
4.1 The committee noted the content of the action sheet.
5.1 The Director Corporate Services and Head of Democratic Services outlined the report which asked the committee to note the detail of the IRPW’s draft 2025 report. He invited members to make representations on its contents. 5.2 In response to comments and questions by members, the following main points were noted: • Clarification would be sought from IRPW in relation to member salaries and allowances. It was felt that the term ‘allowance’ and ‘salary’ was confused in the report, and that this was pertinent when completing application forms for benefits such as pension credits. It was felt that the report should make clear whether payment for elected members was an allowance, or whether it was a salary. • Enquiries would be made in relation to payments made to members of the South Wales Fire & Rescue Service Authority following its disbandment. • Payments set by the IRPW were proportionate to the size/population of each local authority, and local authorities were grouped in accordance with this. 5.3 The committee agreed to: (i) Note the content of the IRPW draft report for 2025/26. (ii) Note that all members received a copy of the draft report and were invited to comment on the draft report ahead of the consultation closing on the 29 November 2024.
6.1 The Chair stated that the date of the next meeting would be agreed in due course and members of the committee would be notified.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
