There is no summary of this meeting yet. Summaries are written once the council publishes the minutes, which are its official record of what a meeting decided. They usually appear a few weeks after the meeting.
1.1 Apologies were received from Councillors Mark Jones and Chris Tew.
2.1 There were no interests declared.
3.1 The Group Leader, Development Management made an amendment to 4.3 of the minutes, as part of the recommendation was omitted from the minutes. Point 4.3 should state ‘Members unanimously agreed that upon completion of a deed of variation under Section 106 of the Town and Country Planning Act, the Head of Planning and Development be authorised to grant permission subject to the conditions stated in the report or any amendments additions or deletions of these conditions he may deem necessary’. 3.2 Members agreed to amend the minutes and subject to the amendment confirmed that the minutes of the meeting held on 17th July 2024 were a true and accurate record.
4.1 The Senior Planner presented the report to Members in detail and displayed photographs and plans of the site. She informed Committee that since the report had been published a new consultation response had been received from the Council’s Ecology Officer, who advised that they did not have any ecological concerns regarding the development as long as the protective measures for the trees were enforced, in order to address this a condition would be attached to any consent granted regarding those protective measures. The Ecology Officer did also request that biodiversity enchantments were secured as part of the development, however given that it was such a small site area, there was very limited scope for ecological enhancements so Planning Officers did not deem it necessary in this instance. 4.2 In response to questions asked by Members, the Senior Planner gave the following replies: · The mast and the cabinets would be situated on the gravel part of the site and would not have an impact on any biodiversity. The palisade fencing would be partly built up into the adjacent grass bank, but this piece of land was not considered to have ecological value and the Council’s Ecology Officer did not raise any concerns. · A site notice was displayed outlining the details of the application and no comments had been received from the Occupiers of the neighbouring Industrial Units regarding the proposed development. 4.3 Members unanimously agreed that prior approval was required and was granted.
5.1 The Group Leader, Development Management presented the report to Committee in detail, displaying photos and plans and stated that the application was being reported to Planning Committee for consideration in accordance with the Councils Constitution as the applicant was an Elected Member of Torfaen County Borough Council. 5.2 Members unanimously agreed to approve the application subject to the conditions laid out in the report.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
