The Team Leader (Applications) confirmed that part of the conditions of acceptance was that it should only be used by these designated people. · In regards residents’ concerns around potential waterlogging or drainage issues around this, the Senior Planner stated that the school had assured that they are very familiar with the land and therefore would only use the suitable areas of land for play. · There was a question about what mitigations are being put in place for the loss of ecology. The Senior Planner stated there were a number of suggested measures from the Ecology Officer which were included as part of the report and the conditions, but it was also stated that the areas with any ecological value would be kept separate from play areas to protect that. · There was also a further question around ecology and specifically if the Ecology Officer had taken into consideration a number of amphibians in the area. The Team Leader (Applications) explained that the ecology report had looked at all likely habitats and they were satisfied. It was also confirmed that one recommendation to the school was to have an ecologist on call. 4.3 Members unanimously agreed to approve the application subject to the conditions laid out in the report.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
