Panel Members welcomed: • Continued partnership working across health, local government and the third sector. • Progress in reducing delayed hospital discharges. • The emphasis on prevention and early intervention. • The involvement of people with lived experience and unpaid carers in shaping services. Questions and discussion included: • How the proposed "No Wrong Door" approach would improve access to mental health services. • Factors contributing to improvements in Delayed Transfers of Care. • Dependence on Regional Integration Fund (RIF) funding and the risks associated with future funding uncertainty. • Concerns about the experience of people moving from England to Wales and difficulties accessing local mental health support. • Which regional programmes had delivered the greatest benefit to residents. • Clarification regarding responsibility within Welsh Government for Regional Integration Fund decisions. Actions: • Officers to confirm Welsh Government departments responsible for Regional Integration Fund decisions.
The Panel considered an update on progress against the improvement actions arising from the joint Healthcare Inspectorate Wales (HIW) and Care Inspectorate Wales (CIW) inspection. Questions and discussion included: • What evidence exists that service users are experiencing improved services. • How people are made aware of available support during a mental health crisis. • Whether enough people are aware of available crisis support. Officers acknowledged further work was needed in this area. • Improvements made to make the service easier to access. • Progress against remaining amber-rated actions. • Progress with implementation of the RIO system and information sharing between health and social care services. • How officers measure whether improvement actions are making a genuine difference. The Panel welcomed the progress achieved and agreed that mental health services should remain an area for continued scrutiny, particularly regarding crisis support, public awareness and joint working arrangements.
The Panel received a presentation outlining the operation of transport services supporting people attending Adult Services day opportunities. Questions and discussion included: • How the Council supports individuals to travel independently. • Changes in demand for transport services and future challenges. • How often transport arrangements are reviewed. • Areas where transport provision can be challenging. • How services balance independence, quality and value for money. The Panel welcomed the flexible and person-centred approach being taken and recognised the importance of supporting independence while ensuring transport services remain sustainable.
Panel considered the work plan and noted items for the next meeting.
