Michelle King, Interim Head of Pensions and Deputy S151 Officer, introduced the City and County of Swansea Pension Fund – Audit Plan 2025, which outlined the financial activities of the Pension Fund. It was noted that there was a statutory responsibility to ensure that the accounts were available for public inspection. The accounts would be available between 22 September and 19 October 2026, during which time members of the public could attend the Guildhall or visit the website to review the accounts and annual report and submit comments. Gillian Gillett, Audit Wales, presented the report, outlining the key areas of focus and the approach that Audit Wales would adopt during 2026 to discharge its statutory responsibilities as external auditor. This included fulfilling its obligations under the Code of Audit Practice to examine and certify whether the Pension Fund’s accounting statements were ‘true and fair’. The Committee sought clarification from Audit Wales regarding the planning materiality, and it was confirmed that this was set at 1% of gross assets based on the 2024–25 audited financial statements. The Chair thanked the Audit Wales representative for presenting the report. Resolved that: 1) Audit Plan 2026 be approved. 2) Audit Fees for 2025/2026 be approved.

It was noted that the report had been presented to and approved by the Pension Fund Committee on 18 March 2026; however, the budget included related to 2025/2026 rather than 2026/2027. The report acknowledged this error and sought approval accordingly. Resolved that the City and County of Swansea Pension Fund Business Plan 2026/27 be approved
