Resolved that the Minutes of the Climate Change and Nature Recovery STC Committee held on 13 July 2026 be approved and signed as a correct record.
Jane Richmond, Strategic Climate Change Project Manager, presented the for information report, which provided an update on the Resilient Swansea Climate Adaptation Strategy and progress in delivering the community elements of the associated action plan. It was noted that feedback from public workshops and Welsh Government adaptation priorities had been reviewed and condensed into 13 high-level actions, supported by a number of sub-actions. Members were advised that the Swansea Project Zero website had been launched in July and had received positive feedback from residents and community groups. Development of the website remained ongoing, and members were encouraged to promote it within their wards and provide feedback on any additional content required. The committee noted that a Community Council Toolkit for carbon management and climate emergency communications had been developed and was being trialled with two community councils prior to wider publication. It was reported that funding opportunities continued to be explored to support delivery of the action plan. Members were also advised that monthly Climate Cafés would commence at Y Storfa in October, with the first session focusing on household energy management and energy saving. The committee noted that significant progress had been made in delivering the action plan, with just under half of the key actions already implemented. The importance of ongoing engagement with members and residents to support climate adaptation initiatives across Swansea was emphasised. The Chair thanked the officer for the comprehensive report and commended the progress made in delivering a complex programme involving a wide range of organisations and stakeholders. Members discussed: • Promotion of climate adaptation initiatives, including the use of leaflets, posters, community venues, local businesses and QR codes to increase public engagement. • The development of promotional materials for the Climate Cafés and opportunities to utilise social media and community forums to support wider awareness. • The importance of providing feedback from residents and community groups directly to the Strategic Climate Change Project Manager. Councillor Stevens thanked the officers for the report and the work undertaken to progress climate adaptation initiatives, emphasising the importance of maintaining the issue as a priority.
Councillor Stevens introduced the for information report, which provided the Committee with an update on progress towards the declaration of 14 new Local Nature Reserves (LNRs) on Council-owned land across Swansea. The report summarised the outcome of engagement activities and outlined the Council’s proposed phased approach to delivering nature recovery and community benefits through to 2030. Members were advised that officers had completed a programme of ward member consultation, community engagement and liaison with Natural Resources Wales and other stakeholders. It was noted that over 1,000 people had participated in the consultation process, with approximately 90% expressing support for the proposals. The Committee noted that the proposals had been well received by local communities and that work was progressing towards formal consideration by Cabinet in January 2027 for the declaration of the reserves. Councillor Stevens thanked the Nature Recovery Team for their significant work in developing the proposals and recognised the team’s contribution to nature recovery initiatives both within Swansea and beyond. Mark Barber, Nature Recovery Team Leader and Principal Officer, noted that the designation of the Local Nature Reserves would establish a long-term framework for nature recovery across the sites. The Committee was advised that future delivery would be phased and prioritised according to ecological need, with progress dependent on the availability of external funding. It was further noted that the proposals were expected to provide significant benefits for local communities. The Chair thanked Councillor Stevens and the officer for the report.
The Climate Change and Nature Recovery Committee Work Plan was provided “for information”. The Committee was advised that a small number of errors had been identified in the work programme included within the original agenda pack. Members noted that these had since been corrected and that the revised work programme available online represented the current and accurate version.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
