Resolved that the Minutes of the Education & Skills Service Transformation Committee held on 10 June 2026 be approved and signed as a correct record.
The Head of Vulnerable Learners spoke further to the detailed and informative circulated report and provided the Committee with additional verbal updates and an overview of the Home Tuition Service. She outlined the drivers behind the current and ongoing service review, summarised the areas that the stakeholder workshop undertaken on 29 June 2026 looked at, the information and case studies shared at the event, the findings from the workshop and then set out the planned next steps towards the development of a future operating model for the service. Detailed in the report and the verbal update were the following areas: • Background to the Service; • Demand & Capacity and the Number of Young People the Service Covers; • Complexity of Leaners Needs; • Referral and Access Requirements; • Why the Service Review is Required; • Review Methodology; • Service Strengths, Operational Challenges & Workforce and Financial Sustainability; • Key Findings; • Conclusions and Recommendations Going Forward. Members welcomed the report and verbal update and also asked questions of the officer, who responded accordingly and provided answers particularly around staffing, finance and the increasingly complex needs that young people have. The Chair indicated that he had attended the workshop referred to above, and detailed that it had been an excellent event and powerful experience where confidential information, case studies and discussion on the real issues young people are facing was able to be shared and had taken place. The Chair and Cabinet Member welcomed the information and update provided and thanked the Officer for their work in preparing and presenting both the report and the verbal update at the meeting. Resolved that the Committee 1) received and noted the overview of the current role and remit of the Home Tuition Service and emerging findings from the first phase of the review. 2) agreed to take forward the next steps in the continuation of the review and development of a future target operating model designed to ensure sustainability, value for money and improved learner outcomes. 3) Agreed that a further report be brought back in the new year to update Members on the progress made.

Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
