Resolved that the Minutes of the Education & Skills Service Transformation Committees held on 15 April and 21 May 2026 be approved and signed as correct records.
The Terms of Reference of Service Transformation Committees were provided ‘for information’.
The Chair stated that following on from the discussion at the meeting in April, he had met with the Cabinet Member, Director and the Heads of Service prior to the meeting and had discussed topics for a draft committee work plan for 2026/27 and referred to the following potential areas for consideration during the upcoming municipal year; • School Inclusion including home tuition, elective home education and virtual education/school. • Vocational Learning & Opportunities. He and the Director indicated that they proposed that the committee follow the same pattern as in previous municipal years, and consider one of the topics at alternate meetings, this had proved very successful way of working for both members and officers in the past two years. Kate Phillips and David Bawden then gave committee a brief verbal overview and update on the two topic areas and gave information and made comments relating to them both and indicated that more detailed presentations, information, statistics and updates would be provided to committee members at future meetings. Committee members made comments regarding the two topics suggested and outlined above and indicated their support for the STC to consider these matters. Resolved that the two items - School Inclusion and Vocational Learning & Opportunities form the focus for the committee workplan for 2026/27.
The Chair referred to the dates of future meetings provided on the agenda. Resolved that all future meetings in 2026/27 commence at 4pm.
