A report was presented on behalf of the Head of Planning & City Regeneration. The application had been deferred under the two stage voting process at the Planning Committee held on 3 March 2026 so that further advice could be provided with regard to the potential reason for refusal raised by Members at that meeting. The potential reason for refusal highlighted by members at the previous meeting was outlined and detailed in the report and related to highway/pedestrian safety It was outlined that the officer advice was that the recommendation of approval remained unchanged. Eleanor Cuthill (objector) addressed the committee and spoke against the application. Councillor R C Stewart (Local Member) addressed the committee and spoke against the application. Resolved that 1) the application be refused for the following reasons: a) There would be insufficient off-street parking to accommodate the proposed development and the spaces cannot be accommodated in an on-street manner since parking is at a premium in the locality. Therefore, the proposals, by virtue of the lack of car parking for the proposed House in Multiple Occupation, would result in a substandard form of development that would lead to indiscriminate parking and detriment to highway/pedestrian safety, contrary to Policy T6 of the Swansea Local Development Plan. b) The use of the on-site parking space prevents the ability to access cycle storage facilities within the site. Therefore, the proposals, by virtue of the lack of accessible cycling storage facilities for the proposed House in Multiple Occupation, would result in a substandard form of development that would lead to indiscriminate parking and detriment to highway/pedestrian safety, contrary to Policies T1, T5, T6 and PS2 of the Swansea Local Development Plan. 2) Councillor A Davies be nominated to take the lead in defending the decision at any subsequent appeal. (Note: Application refused contrary to officer recommendation)
A report was presented on behalf of the Head of Planning & City Regeneration which sought authorisation to modify the Section 106 agreement relating to Planning Permission 2015/1107 for the development outlined above. The request has been submitted under S106(A)(1)(a) of the Town & Country Planning Act 1990 (as amended). The applicant had sought to amend the following aspects of the S106 agreement: Modification of the Section 106 Agreement attached to planning permission 2015/1170 granted 17th February 2016 to allow the affordable housing provision to allow all 6 properties to be available on a rental only tenure. The background history to the development and request for the change along with the consultations undertaken were all outlined and detailed in the report. Resolved that consent be granted for the modification of Section 106 agreement (completed 17th February 2016) of planning permission 2015/1107 to allow the 6 affordable housing units to be managed by a RSL to be delivered as social rented tenure.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
