Ioan Brannigan, Transport Strategy Officer and Chloe Lewis, Team Leader Highways & Transportation presented a report which sought the views and comments of the Committee on the delivery of Swansea Council’s on-street electric vehicle home charging trial. It was outlined that Swansea Council had been awarded capital grant funding from Welsh Government’s Ultra Low Emission Vehicle Transformation Fund (ULEVTF) in 2025-26 to deliver a pilot scheme for enabling on-street electric vehicle (EV) home charging at 10 residential properties across Swansea. The trial aimed to assess the technical feasibility of the Kerbo Charge equipment as a practical on-street charging solution for both residents and the local authority. Key evaluation criteria would include its technical performance, ease of installation and maintenance and its ability to maintain a clear and unobstructed public highway. A comprehensive update was provided on the on-street EV home charging trial, covering the trial's background, implementation, challenges, participant selection, insurance requirements and future considerations. The officers outlined several challenges, including highway safety (avoiding trip hazards), liability and insurance concerns, administrative burdens, planning permission requirements and technical issues such as earthing near lampposts, all of which the trial aimed to address through careful design and policy. The process of advertising the trial was explained, how the eligibility criteria were established (such as EV ownership and parking feasibility), shortlisting 10 properties and using Section 178 licenses to transfer liability to residents, with public liability insurance mandated for all participants. The Committee discussed insurance requirements, communication, market demand, participant engagement, future expansion, policy considerations and public liability insurance. Resolved that the contents of the report be noted.
The Chair presented an updated Committee Work Plan 2025/26. Resolved that the update Committee Work Plan 2025/26, be approved.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
