In accordance with the Code of Conduct adopted by the City and County of Swansea, no interests were declared.
Resolved that the Minutes of the General Licensing Committee held on 28 November, 2025 be agreed as a correct record.
The Team Leader, Licensing, presented a report which sought approval to increase Hackney Carriage and Private Hire Driver Fees, as well as fees for the Knowledge Test, by 5% from 1st April. The Committee heard that this follows a review prompted by rising administrative and service costs, with fees not having changed since 2015. The proposed increases are intended to ensure cost recovery and reflect changes in licensing procedures and additional regulatory requirements. Specific details of the new fees are outlined in the report's table. Members asked questions of the Officer in respect of the fee setting timelines and procedures. Resolved that: 1) the driver fees and knowledge test fees, identified in the table below are approved and are effective from 1st April 2026: Current Proposed (5% increase) Driver Grant 1 year (including restricted Driver) £124 £130 Driver Grant 3 year (including restricted Driver) £236 £248 Driver Renewal 1 year (including Restricted Driver) £81 £85 Driver Renewal 3 year (including Restricted Driver) £191 £201 Knowledge Test (non refundable) £29 £30
The Committee was requested to exclude the public from the meeting during the consideration of the items of business identified in the recommendations to the report on the grounds that it involved the likely disclosure of exempt information as set out in the exclusion paragraph of 12A of the Local Government Act 1972, as amended by the Local Government (Access to Information)(Variation)(Wales) Order 2007, relevant to the item of business as set out in the report. The Committee considered the Public Interest Test in deciding to exclude the public from the meeting for the items of business where the Public Interest Test was relevant, as set out in the report. Resolved that the public be excluded for the following items of business. (Closed Session)
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
