Resolved that the Minutes of the Democratic Services Committee held on 8th July 2025 be approved and signed as a correct record.
The Head of Democratic Services presented a report to commence the development of a Councillor Induction & Training Programme 2027, which would commence following the Local Government Election on 6 May 2027. The Committee reviewed the strengths and areas for improvement arising from the 2022 Councillor Induction Programme and were invited to provide feedback and suggestions to support the development of the new programme. The following topics were discussed: • All Councillors be reminded of the training requirements, including those completed, any outstanding requirements, and forthcoming refresher courses. • Microsoft 365 fell short of expectations and there was a preference for more in‑person training rather than online provision. There was also a request for training on Oracle Fusion. • Induction packs and training programme for those Councillors elected via a by-election be reviewed to ensure consistency for all newly elected Members. • Reinstate the tour of the Guildhall for newly elected Councillors and possible tour of significant Council buildings. The Head of Democratic Services outlined a proposal to make the Swansea Council online training modules that were currently mandatory for staff, to be made mandatory for Councillors. Members expressed unanimous support. Resolved that: 1. The views expressed by the Committee on the content of the Councillor Induction & Training Programme 2027 be utilised to enable a further report to be presented to the Committee. 2. The Democratic Services Committee recommend to Council that the Online courses deemed Compulsory for Officers as outlined in Paragraph 10 of the report be made compulsory for Councillors.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
