In accordance with the Code of Conduct adopted by the City & County of Swansea, no interests were declared.
Resolved that the Minutes of the Economy & Infrastructure Service Transformation Committee held on 27 February 2025 be approved and signed as a correct record.
The Planning Officer provided a comprehensive overview of the preservation and transformation of the Hafod Morfa Copperworks, which included the historic Vivian and Musgrave Engine Houses. The engine houses, as listed buildings, were key to Swansea's industrial heritage and were being revitalised for a range of uses, including restaurants, cafes, exhibition spaces, and shops. The project was part of a wider £20 million investment in the area, funded by the UK Government's Levelling Up scheme. The Planning Officer provided a visual presentation. The Chair thanked the Planning Officer for his informative presentation.
The Strategic Economic Regeneration Manager presented a report on progress made in respect of the Tawe Riverside Action Plan. Members noted the context of the Tawe Riverside area, the Lower Swansea Valley Levelling Up Programme 2023, the Economic Case and Impact of the Levelling Up bid, the Hafod Morfa Copperworks (HMCW) wider programme and the next steps and way forward. Committee questioning and discussions focussed on the following: · Morris Castle – the Committee heard that this had been identified and it was anticipated that SPF funding would be secured to make the site secure. · Transportation – it was noted that Officers were developing plans for a comprehensive transportation infrastructure in the area. · Masterplan for Hafod Copperworks – it was noted that further work was required to develop and refine the Masterplan to respond to the outputs from technical studies and incorporate a number of development requirements which were emerging for the site. The Council would continue to work with Skyline Luge and Urban Splash to ensure the scheme aligns with strategic planning and placemaking objectives and responds to planned consultation and feedback from stakeholders and communities. Works programmed to date do not compromise room for manoeuvre with future complimentary uses for the remaining development plots at the sites. The Chair thanked the Strategic Economic Regeneration Manager for his informative report and suggested that the Masterplan for Hafod Copperworks could be part of the work plan for the 2025/2026 Municipal Year.

Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
