There is no summary of this meeting yet. One is written once the council publishes the minutes. The agenda and papers are below.
Committee adjourned for 10 minutes to allow work to be carried out to the hybrid meeting system.
In accordance with the Code of Conduct adopted by the City and County of Swansea, no interests were declared.
Resolved that the Minutes of the General Licensing Committee held on 4 October 2024 be agreed and signed as a correct record.
The Team Leader – Licensing presented a report which sought agreement for Licensing Officers to approve medical requests from drivers of Hackney Carriage and Private Hire Vehicles, for the exemption from carrying passengers in wheelchairs and assistance dogs. The Officer detailed the background, current position and proposed procedure. Members asked questions of the Officer who responded accordingly. Resolved that: 1) Where requests for medical exemptions under the Equality Act 2010 are made by drivers and supporting documentation is satisfactory, the request is approved by Licensing Officers; and 2) Where there are concerns in respect of a request or where the supporting documentation is not considered to be satisfactory, Licensing Officers will refer the request to the General Licensing Committee for decision. 3) Committee receive an update report every six months outlining the number of applications being dealt with by officers.
The Committee was requested to exclude the public from the meeting during the consideration of the items of business identified in the recommendations to the report on the grounds that it involved the likely disclosure of exempt information as set out in the exclusion paragraph of 12A of the Local Government Act 1972, as amended by the Local Government (Access to Information)(Variation)(Wales) Order 2007, relevant to the item of business as set out in the report. The Committee considered the Public Interest Test in deciding to exclude the public from the meeting for the items of business where the Public Interest Test was relevant, as set out in the report. Resolved that the public be excluded for the following items of business. (Closed Session)
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
