The Service Director for Public Protection and Regulatory Services provided the Committee with the report on relevant issues with regard to the Licensing Act 2003 and the Gambling Act 2005 for the 23rd March 2026 to 21st June 2026 together with ancillary matters arising from the responsibilities charged to the Committee. Members were advised there has been a sharp increase of TEN’s submitted to the team during this quarter, from 64 to 114, and this is largely due to three Bank Holiday weekends, along with events taking place across the Borough. An analysis of the TEN's applications indicates, 47 for existing premises licences, 50 for permitted community events and 16 from Private Members Clubs. Additionally, that the remaining TEN was received blank and despite contact from Officers, the submitter did not respond. Members were referred to section 4.3 of the report, where the premises inspections and infringements were outlined. It was reported that the current performance level for inspected premises is 91.69%, which is consistent with the previous period. Members were informed that Central Government confirmed that during the England and Scotland football matches, certain licensed premises could remain open later if they have an alcohol licence, and there are certain rules and stipulations in place for this to apply, all information has been shared on the RCTCBC website and through regular pubwatch meetings. Also, that this should reduce the amount of Temporary Event Notices we receive for the World Cup. It was reported that a pub premises in Tonyrefail has had a change of management, advice and guidance has been given on request. Members were advised that allegations have been received of a takeaway being open and trading after 23:00 without the appropriate licence, and officers will visit the premises when they are in the area. The Service Director for Public Protection reported that a pre application advice meeting has been held for a new takeaway in Porth, and the new owner of the business is planning to apply for a Premises Licence for Late Night Refreshment (no alcohol) until 01:00 on the weekends. Furthermore, that they have also been made aware that it is likely to require a Committee decision. Members were advised that a restaurant in Pontypridd has placed tables and chairs outside their premises, and the Licensing Officers were informed by the Highways team and a letter has been sent to the premises advising them they cannot use this area for the consumption of alcohol due to not having an Off Sales authorisation. In addition, there are also concerns for Public Safety as the tables and chairs are situated on a highway. It was reported that a pop up premises in Llanharry was brought to our attention via a complaint regarding underage or proxy sales and a lack of doorstaff, and suitable advice was given to the complainant and the organiser of the event who had submitted a TEN. Moreover, a pub premises in Pontypridd has had a change of management, however when advice was requested it transpired the new manager was unable to become the DPS due to him not having a Personal Licence. Also, suitable advice has been given and the original DPS has remained in position until the situation has been resolved.
