The decisions as the council's minutes record them. A plain-language summary follows once it has been written.
RESOLVED to note that when Committee Members determine the development control matters before them, they should have regard to the Development Plan and, so far as material to applications, to any other material considerations and when taking decisions, Members have to ensure they do not act in a manner that is incompatible with the convention on Human Rights as incorporated into legislation by the Human Rights Act1998.
RESOLVED to note that the Wellbeing of Future Generations (Wales) Act 2015 imposes a duty on public bodies to carry out sustainable development in accordance with the sustainable development principle and to act in a manner which seeks to ensure that the needs of the present are met without compromising the ability of future generations to meet their own needs.
RESOLVED to approve as an accurate record, the minutes of the meeting of the Planning and Development Committee held on the 21.05.26.
RESOLVED to refuse the application in accordance with the recommendation of the Director, Housing and Regeneration for the following reasons: 1. The principle of the development is unacceptable as the proposal represents unjustified residential development outside of settlement limits. Consequently, the proposed development fails to comply with the key sustainable development objectives of Polices CS2, AW1, AW2, AW9 and SSA13 of the Rhondda Cynon Taf Local Development Plan and those set out in Planning Policy Wales Edition 12 (Feb. 2024) and is therefore unacceptable in principle. 2. The proposed development fails to provide a safe, suitable and sustainable means of access to serve the site. The existing access is sub-standard in terms of width, horizontal alignment, forward visibility, provision of segregated pedestrian facilities, passing opportunities, lighting and drainage, and its intensified use would give rise to unacceptable conflict between vehicles and pedestrians to the detriment of highway safety and the free flow of traffic. In addition, the site lacks adequate pedestrian connectivity to the wider highway and footway network, resulting in an over-reliance on private car travel contrary to the principles of sustainable transport. The proposal is therefore contrary to Policy AW5 of the Rhondda Cynon Taf Local Development Plan and Planning Policy Wales Edition 12 (Feb. 2024).
RESOLVED to refuse the application contrary to the recommendation of the Director, Housing and Regeneration for the following reason: 1. Insufficient information has been submitted to demonstrate that the proposed development would not exacerbate existing surface water drainage issues in the surrounding area. As such, the application does not comply with Policy AW10 of the Rhondda Cynon Taf Local Development.
RESOLVED to receive the report of the Service Director, Planning in relation to Planning and Enforcement Appeal Decisions received, Delegated Decisions Approvals and Refusals with reasons, Overview of Enforcement Cases and Enforcement Delegated Decisions received for the period 01/06/2026 - 19/06/2026.
Apologies for absence were received from County Borough Councillors R Williams and J Bonetto.
In accordance with the Council’s Code of Conduct, there were no declarations made pertaining to the agenda.
