The Service Director of Democratic Services, Welsh Language and Communication provided the Welsh Language Cabinet Sub-committee with a copy of the draft Welsh Language Internal Use Policy and sought Members’ approval for its implementation. Members’ attention was drawn to section 5 of the report, where the proposal was outlined. It was explained that the Welsh Language Commissioner had presented public bodies with three models to follow for which to base their policy, dependent on where they are on the language use continuum, these being, Basic, Proactive or Innovative. It was felt that due to its good work, the Council is well placed to operate at the innovative level, noting that some service areas within the Council will be at different stages of the language use continuum, the draft policy allows Welsh Language Services staff to draft bespoke action plans for each service area and continuously work with them on any relevant actions needed for implementation. The Deputy Leader took the opportunity to thank the Council’s Overview and Scrutiny Committee for providing a valuable pre-scrutiny exercise in relation to the draft policy. The Deputy Leader was supportive of the recommendations contained within the report and took the opportunity to thank officers for bringing it forward. The Deputy agreed with the Service Director that it was right to have an Internal Use Policy and was in support of the innovative approach proposed and spoke of the importance of the Sub-Committee receiving regular updates as part of its roll-out.
