RESOLVED to: 2.1Consider and endorse the proposed actions set out in paragraph 5.2-5.16 of the report as a framework for strengthening the effectiveness and impact of the JOSC going forward
The Service Director Democratic Services, Welsh Language and Communications presented the report to respond to the key lessons learned from the scrutiny training session delivered by the Centre for Governance and Scrutiny (CFGS) to Members of the Corporate Joint Committee’s Joint Overview and Scrutiny Committee (JOSC), by proposing a series of actions to strengthen the Committee’s effectiveness and impact. A Member raised concerns that the recommendations required clear context noting that during several earlier discussions several practical issues had been identified such as Task and Finish Group meetings being scheduled without Member availability, a lack of external witnesses and research support, the terms of reference for the group being drafted without member engagement and insufficient consultation with Members when the initial scope was set. A Member commented that although improvements had been made over time, scrutiny remained on a journey and there was still further progress to be achieved. The Chief Executive CR advised that the governance information that was recently circulated was intended to provide Members with clarity on decision-making structures, statutory duties, funding requirements and legal responsibilities. In response to the query raised by the Committee, the Chief Executive welcomed detailed feedback on how this information could support future scrutiny activity. The Service Director Democratic Services clarified that the governance report was included on the agenda for information and that Members would have future opportunities to provide feedback once they had reviewed the material. The Chair emphasised that the issues previously raised by Members should not be interpreted as grievances but as legitimate concerns intended to strengthen the effectiveness of scrutiny. RESOLVED to: 2.1Consider and endorse the proposed actions set out in paragraph 5.2-5.16 of the report as a framework for strengthening the effectiveness and impact of the JOSC going forward

RESOLVED to: 2.1 To note the progress made against the RTP and RTDP; and, 2.2 To advise on areas of focus for a Working Group related to the RTP.
The Regional Transport Manager Cardiff Capital Region presented the report which sought the Joint Overview & Scrutiny Committee (JOSC) to note the progress against the Regional Transport Plan (RTP) and Regional Transport Delivery Plan (RTDP) for South- East Wales (particularly in relation to addressing regional challenges and active travel), and advise on areas of focus for a Task & Finish Group. A Member raised a query regarding the consultation process, stating that the report did not provide clarity on the themes emerging from the consultation or how the responses had influenced the plan. In response, the officer advised that a full consultation report had been produced and reported to the CJC in July. The officer confirmed that this document could be shared with the Committee and set out the amendments made as a result of stakeholder feedback. A Member also sought clarification on funding associated with delivery of the Burnes recommendations. The Officer advised that Welsh Government had confirmed it would provide a contribution over and above the region’s standard allocation for Burns-related highways in Year one. The officer further advised that the Cabinet Secretary had indicated a willingness to fund Burns-related measures further into the plan period. The Committee were informed that the indicative allocation for year one, was £425 million, with an additional sum specifically related to Burns measures. RESOLVED to: 2.1 To note the progress made against the RTP and RTDP; and, 2.2 To advise on areas of focus for a Working Group related to the RTP.

Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
