RESOLVED to note the Statistics and Performance in respect of Llwydcoed Crematorium.
The Bereavement Services Manager provided Members with the Statistics and Performance figures relating to the operation of the Crematorium since the last meeting. Members noted that burial numbers are lower than those recorded in the previous year and questioned whether this reduction was significant. The Bereavement Services Manager advised that, although burial numbers have decreased, the change has not had a material impact on the service. It was further reported that direct cremations have increased, partly as a result of lower fees and charges, and that the service continues to explore cost?effective approaches. Members raised concerns regarding competition from private direct cremation providers and requested further information on how the service promotes its own direct cremation offer. The Bereavement Services Manager confirmed that this is a national issue and advised that The Federation has produced a fact sheet to support public understanding of available options. Due to the sensitivity associated with advertising bereavement services, promotional activity is primarily focused on engagement with funeral directors and updates to the service’s webpages. Following consideration of the information contained within the report of the Bereavement Services Manager it was further RESOLVED to note the Statistics and Performance in respect of Llwydcoed Crematorium.

RESOLVED: • To note the report; • To note the Internal Audit Report for 2025/26 (Appendix 1). To approve the draft Revenue Budget Estimates for 2026/27 (Appendix 2).
The Group Accountant provided Members with the internal audit report for 2025/26 and draft revenue budget estimates for 2026/27. Members queried the potential impact of increased utility costs. The Group Accountant explained that the Council procures its utilities in advance, which is likely to mitigate the impact of current price fluctuations; however, future procurement costs may be affected. Members raised a resident’s enquiry regarding the external painting of the crematorium. The Bereavement Services Manager confirmed that works are planned at Llwydcoed; however, these will be deferred until the installation of the DeNOx system has been completed, which is scheduled for the first quarter of the year. Following consideration of the report, it was RESOLVED: • To note the report; • To note the Internal Audit Report for 2025/26 (Appendix 1). To approve the draft Revenue Budget Estimates for 2026/27 (Appendix 2).
Members queried whether any further maintenance works were required at Llwydcoed Crematorium. The Bereavement Services Manager advised that initial enquiries are being made in relation to panes of glass at Llwydcoed. The Bereavement Services Manager further informed Members that income generated from recycled metals will be shared equally between the Mayors of Merthyr Tydfil County Borough Council and Rhondda Cynon Taf County Borough Council. Each Mayor will receive £5,890.70 to donate to their chosen charities. Members raised a visitor’s concern regarding access to toilet facilities once the crematorium is closed. The Bereavement Services Manager confirmed that toilet facilities are located internally within the building and are not accessible once the crematorium has closed.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
