RESOLVED: To note the presentation and provide any feedback to the Community Liaison Officer
The Service Director Finance Services gave a presentation to Members on the Phase one Consultation of the Councils proposed Budget Strategy for 2025-26. With the aid of a PowerPoint presentation, the Service Director provided Members with an overview of: the Council’s financial position and outlook over the medium term; general approach for 25/26 (in respect of the phase 1 budget consultation process); 2025/26 Budget Setting – key strategic building blocks; the Council’s Priorities; and Council Tax Reduction Scheme (CTRS). The Service Director indicated that the overview of these areas intended to assist Members in formulating their feedback, being a consultee as part of the Budget Consultation process. Following conclusion of the presentation, Members were invited to provide their feedback on the key strategic building blocks, the Council’s priorities and CTRS. Following conclusion of the presentation, Members were invited to provide observations / ask questions. Members noted that due to the lack of Community Council Members in attendance it would be helpful to circulate the presentation to the clerks who can send on to all Community Council Members who can then provide their feedback directly via the Community Liaison Officer to ensure all Members views were captured. Members of the Committee were in agreement with this approach. RESOLVED: To note the presentation and provide any feedback to the Community Liaison Officer

RESOLVED: • To review the proposed revisions to the Shared Community Council Charter Agreement as attached at appendix 1 of the report; • To formulate a Working Group to discuss revisions to the Charter.
The Service Director Democratic Services and Communications presented the report to Members to review the proposed amendments to the Shared Community Council Charter Agreement prior to its adoption at Council to formalise the arrangements to set out a renewed model of engagement between Town and Community Councils and Rhondda Cynon Taf County Borough Council. The proposed revised Charter sets out a number of broad principles and statements indicating how the Council and the TCCs will continue to work collaboratively for the benefit of local communities; and aims to support structured, regular engagement and communication, based on the key principle of equality of partnership between the two tiers of local government. The Charter outlines the roles, responsibilities, and expectations of both TCC’s and the local government, promoting accountability. A Member was pleased to see the report before the Committee today and agreed it was in need of updating. The Member proposed a specific Community Charter Working Group to undertake a deep dive into the reviews needed. Members were in agreement with this approach. RESOLVED: • To review the proposed revisions to the Shared Community Council Charter Agreement as attached at appendix 1 of the report; • To formulate a Working Group to discuss revisions to the Charter.
