Response by Head of Service: There are a number of operational issues that have caused some missed collections. Primarily, it is the lack of familiarity with the new routes, which in turn means that there have been difficulties completing some rounds. Our latest “missed collection” data shows a much improved picture across all areas of Powys relating to missed collections. For the period Monday 13th April to Thursday 16th April, the percentage of reported missed collections is 0.11% which is broadly where we at the end of Q3 (September to December 2025) and before the new routes were rolled out. We are using additional resources to make sure all rounds are completed. They will then be reviewed and adjustments made where necessary. Follow up collections have been provided in the majority of instances, although they may have been a day or two late catching up which was compounded by the long Bank Holiday Easter weekend. As per Question 2, we are now using additional resources in the short term whilst the rounds are reviewed and adjusted as required. In addition, the data we are seeing shows a much-improved missed collection rate. It is important to note, that even before the new routes were operational, we did experience missed collections, for example if a vehicle breaks down on its route, and as part of our service strategy, we will be building more resilience into the service to minimise missed collections in future. We do appreciate that there are some areas within Powys that have not had a reliable service following the rollout of the new routes and the Service are working very hard to restore the service to that which residents should expect. I’m confident that service levels are returning to normal levels, and I would like to apologise to our residents for the inconvenience, and to thank them for their patience during this period.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
