Response by the Cabinet Member: Dear Cllr Breeze, Thank you for your questions and concerns regarding the reopening of the Library and Museum in the newly refurbished y Lanfa building, which has unfortunately experienced some unexpected delays. The delays experienced relate to issues concerning building control approval, which is required before the facility can reopen. The previous officer assigned to the project left the authority and this placed additional pressure on resources within Property Services. During the first visit with Building Control, additional window manifestations and installation of a handrail were required and once these had been completed in late Autumn of 2025, we hoped to then open shortly after. A second visit with Building Control then resulted in changes being required to the layout of the first-floor office, which was then completed by the contractor, although this was delayed due to labour shortages. This delayed reopening by several months. I am very pleased to inform you that all issues have now been resolved, and the reopening of Y Lanfa is scheduled for Friday 20th March. Please note that this will only include the Library as reopening of the Museum will take some time to complete and is currently scheduled for late spring. An official reopening event will be arranged for some time in the near future, of which you will receive an invitation to shortly. The Library service has been delivered from the canal side cottages whilst the refurbishment of Y Lanfa has taken place, and will continue to do so until Monday 16th March, when the Library will close to reopen on Friday 20th March in the newly refurbished Y Lanfa. Whilst the Library service offer during the refurbishment period has been reduced, delivery has been consistent and members of staff have worked hard to ensure that customers have remained informed. Customers have been able to borrow and request books from other branches in addition to being able to access other library services including Order & Collect , public access computers, borrow tablets and other technologies, photocopying facilities, and seek help with customer services enquiries through LibraryPlus. Whilst we recognise that the delays of reopening Y Lanfa have impacted service delivery, the interim arrangements have been well received and the efforts made by our members of staff during this time are highly appreciated by customers and myself. The display units have been assessed and replacement Perspex cases have been ordered where required. Please let me know if you would like to look at the units before they are re-installed and I will arrange this. With regards to long-term storage for artifacts, Community Wellbeing is currently working with Property Services to identify suitable options. I would be happy to meet with you to discuss this further once the options have been put forward. The canal side cottages have been on the market for some months, and we understand that a prospective tenant has been identified. I will share details of this with you separately. I look forward to seeing you at Y Lanfa in the coming weeks as we see this extremely important cultural, educational, and historical community facility reopen for all to enjoy.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
