1. Election of Chair

   RESOLVED that County Councillor Geoff Morgan be elected Chair for the ensuing year.

2. Allocations, Elections and Appointments required to be made at the Annual Meeting of the Council

   RESOLVED to review and determine the allocation of seats on Council Committees to the different Political Groups in accordance with Appendix 3 of the report. The nominations to committees by political groups were set out in Appendix 5. Appointment of Chair of the Democratic Services Committee RESOLVED that County Councillor Graham Breeze be appointed Chair of the Democratic Services Committee for the ensuing year. Appointments to Outside Bodies Bannau Brycheiniog National Park Authority (BBNPA) RESOLVED that County Councillors William Powell, Gareth Ratcliffe, Ed Jones, Edwin Roderick, Peter James and Huw Williams be appointed to the Bannau Brycheinog National Park Authority. Welsh Local Government Association (WLGA) County Councillors Beverley Baynham, Jake Berriman, Jackie Charlton and Matthew Dorrance were nominated. Following a ballot it was RESOLVED that County Councillors Jake Berriman, Beverley Baynham and Matthew Dorrance be appointed to the Welsh Local Government Association. Welsh Local Government Association Executive Board RESOLVED that County Councillor Jake Berriman be appointed to the Welsh Government Association Executive Board. SACRE County Councillors Lauren D’Silva and Deb Edwards were nominated. Following a ballot it was RESOLVED that County Councillor Deb Edwards be appointed to SACRE. Mid and West Wales Fire and Rescue Authority Council was advised that there was a vacancy as a result of Elwyn Vaughan’s resignation. County Councillor Danny Bebb was duly nominated and seconded and it was RESOLVED that County Councillor Danny Bebb be appointed to Mid and West Wales Fire and Rescue Authority.

3. Members' Salaries, Allowances and Expenses

   RESOLVED (i) To approve the recommendation for the allocation of Senior Salaries as detailed in section 4 of the report. (ii) To approve the publication of the Members’ Schedule of Remuneration based on the report.

   RESOLVED that County Councillor Geoff Morgan be elected Chair for the ensuing year.

   Minute

   Council paused to remember former Councillor Maureen Mackenzie and all former colleagues who had passed away during the year. The outgoing Chair, County Councillor William Powell, congratulated former Councillors Claire Johnson-Wood, Iain McIntosh and Elwyn Vaughan on their election to the Senedd. He welcomed County Councillor Lauren D’Silva to the Council following her election for the Llandrindod South ward and extended best wishes to former councillor Josie Ewing. He thanked the Returning Officer and all the staff involved in supporting the Senedd elections. Councillor Powell thanked his Vice-Chair and Assistant Vice-Chair and his PA, Karen Southcott for his support during his year in office. He made a presentation to Clive Pinney who was attending his final meeting of Council before retiring. Members paid tribute to Councillor Powell on his year in office. The Chair asked for nominations for the position of Chair. County Councillor Geoff Morgan was duly nominated and seconded and it was RESOLVED that County Councillor Geoff Morgan be elected Chair for the ensuing year.

   Election of Vice-Chair

   County Councillor Danny Bebb was duly nominated and seconded and it was RESOLVED that County Councillor Danny Bebb be elected Vice-Chair of Council.

   Election of Assistant Vice-Chair

   County Councillor Peter James was duly nominated and seconded and it was RESOLVED that County Councillor Peter James be elected Assistant Vice-Chair for the ensuing year.

   Members' Salaries, Allowances and Expenses

   RESOLVED (i) To approve the recommendation for the allocation of Senior Salaries as detailed in section 4 of the report. (ii) To approve the publication of the Members’ Schedule of Remuneration based on the report.

   Minute

   The Monitoring Officer reminded all members that they had an interest in this matter as they were in receipt of a salary but that there was a dispensation which permitted them to speak and to vote. The report noted the determinations of the Democracy and Boundary Commission Cymru (DBCC) in respect of the amounts to be paid as Basic Salary, Senior Salary and Civic Salaries. The Schedule of Remuneration set out the suggested allocation of senior salaries. It was noted that the HMRC mileage rate was 45p per mile but that the Council had temporarily introduced a 50p per mile rate because of high fuel prices due to conflict in the Middle East. RESOLVED (i) To approve the recommendation for the allocation of Senior Salaries as detailed in section 4 of the report. (ii) To approve the publication of the Members’ Schedule of Remuneration based on the report.
