RESOLVED to approve the amendment to the Licensing Act 2003 policy set out at Annex A to the report to enable the Policy to go before Full Council for approval.
The Committee considered a representation received from Alcohol Change UK during the consultation period for the revised Licensing Act 2003 policy. Officers considered that they had made some valid points and recommendations with regards to online sales of alcohol. Following discussions with the Powys Police Licensing Officer and colleagues from the Four Counties Group, officers were recommending the inclusion of some additional conditions to be included in the Pool of Model Licensing Conditions. Members asked about age verification checks for online sales of alcohol and were advised that while the conditions were aimed at encouraging delivery drivers to carry out age verification checks, this was not compulsory and that liability rested with the retailer. RESOLVED to approve the amendment to the Licensing Act 2003 policy set out at Annex A to the report to enable the Policy to go before Full Council for approval.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
