Response by Head of Service: Apologies for the delay with my reply. We are aware of the condition of the highway, this is inspected on a regular basis and there are areas around Hay-on-Wye that are in the capital programme for resurfacing in 2026/27. With regard to routine highways maintenance, as you will be aware, the Highways, Transport & Recycling budgets have been under significant pressure for over 10 years now with year-on-year reductions and savings to be made. Whilst HTR welcomed the additional £1.2m of extra funding we received in the budget, that effectively brought the budget back to where it was around 2017, so unfortunately, we have had to reduce certain services to align with budgets. This is not just in Hay-on-Wye, but across the County. In order to support our budgets, we do a significant amount of work for the Trunk Road Agency and this brings in around £10m of income to the Council.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
