Members confirmed that they had had received and had time to read the report circulated the previous day. The Professional Lead – Development Management explained to the Committee that the current Local Development Plan end date was the 31st March 2026, the legal precedent confirmed that a time-expired LDP would continue to have full legal status as a material consideration and would form a sound basis for planning decisions until it is replaced. The assessment of the relevance and weight of the LDP is a matter of planning judgment, considering factors such as consistency with current national policy and whether any new material considerations have emerged. It was noted that Officer reports had recently begun to be comprised of a paragraph confirming the considerations which are considered against Future Plan Wales and Policy Wales within the national framework.
The Committee considered the report of the Head of Planning & Regulatory Services (copies filed with the signed minutes).
Members were given a few minutes to read the update circulated the previous day.
