Response by the Cabinet Member: Thank you for your further question. I do believe that a comprehensive response was given to your initial question, but I am happy to clarify further the points you have raised. The important thing to remember is that there is no intention to ‘snoop’ on any residents, we simply need to encourage everyone to take responsibility for the waste that they produce. Most residents are using the comprehensive services we provide to recycle as much of their waste as they can, but unfortunately there some that don’t, and these are the people we need to reach which is why we have ‘Awareness Raising Officers’ to help. It is simply not acceptable that Council Taxpayers money used on disposal costs when an income can be achieved if material is recycled. I am sure you would agree that there are far more deserving ways that this money could be spent to benefit the residents and communities of Powys. In answer again to your four points: 1. Whether Powys County Council currently uses any form of individual monitoring or data capture relating to household recycling compliance. The Council has an Awareness and Enforcement Team who carry out participation monitoring, focussing on areas where recycling is generally lower. Stickers will be placed on bins advising of the need to remove recyclable materials from residual bins. The Advisors may call on residents to offer advice and in certain cases will send an advisory letter addressed to the occupier as opposed to any individual. This is done to help residents do the right thing in recycling on a weekly basis rather than saving up waste for the three weekly residual collections. 2. Whether there are plans, proposals, trials, or consideration of introducing such measures in the future. As outlined in our Sustainable Resource (Waste and Recycling) Strategy, we will need to increase this participation monitoring if we are to reduce costs to the Council and consistently achieve the Welsh Government’s Statutory Recycling Targets, for which there are fines if we don’t. 3. If any monitoring does take place, what oversight, data protection controls, and appeal processes are in place for residents. All our monitoring and data collection is compliant with GDPR and the Data Protection Act. It will not be, and never has been our intention to ‘snoop’ on our residents who on the whole try their best to recycle their waste as our annual recycling return demonstrates. 4. Whether fixed penalties or enforcement notices have been issued in Powys for household recycling noncompliance in the past three years, and if so, how many. As already mentioned we currently issue advisory letters to the occupier of the property as required. No fixed penalties or enforcement notices have been issued to residents for not correctly recycling at the kerbside.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
