Response by the Cabinet Member: Thank you for your questions and I apologise for the late response. Your questions are repeated for ease of reference. 1. Will Powys Council commit to reassessing its GTAA to ensure that the accommodation needs of Gypsy and Traveller communities are accurately understood and addressed, particularly those needs that may have been missed due to pandemic-era limitations? Yes, all Welsh local authorities must submit their Cycle 3 GTAA to the Welsh ministers for approval by 24th February 2027. Households can at any time register their need for an existing plot on one of the three existing council owned sites, or their interest for other areas where they would like to have a site. The housing service has engaged in a research project, commissioned by Welsh Government, into the needs of temporary stopping places. 2. What steps will the Council take to ensure that future engagement with these communities is inclusive, representative, and aligned with the Welsh Government’s latest guidance? The local authority did respond to the consultation by Welsh Government about revised guidance and is awaiting the outcome of the consultation and subsequent updated guidance. In the meantime, a meeting is scheduled with Welsh Government to discuss the GTAA requirements. It is the intention to align with the draft guidance and engage with these communities. 3. Has the Council received any correspondence, direction, or feedback from Welsh Ministers under Sections 103 or 104 of the Housing (Wales) Act 2014 regarding the adequacy of its GTAA or the need for reassessment? The housing and planning service have regular meetings with Welsh Government. The 2021 GTAA is approved by Welsh Government. 4. Will the Council consider commissioning new fieldwork or working with community-led organisations to improve the quality and reach of its consultation process, given the likelihood that reassessment would reveal additional unmet needs? The housing service is considering commissioning new fieldwork. The meeting with Welsh Government is intended to obtain information what other local authorities are doing and what the options are to get a true picture of need in Powys.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
