Response by Head of Service: Thank you for your question. Unfortunately, the reporting system required by Welsh Government means that PCC’s corporate carbon account cannot take into account either the emissions or sequestration potential of our County Farmland as this is defined as ‘Out of Scope’. Instead, the carbon performance of such farmland would fall under area based emissions for Powys and this is a current area of focus for the Public Service Board’s (PSB) climate action efforts. However, work is ongoing to review the Council’s farm estate to establish baseline data and assess its potential to act as a demonstrator for wider green growth. In addition, a Carbon Footprint Assessment has been commissioned by PSB from consultants to quantify the overall emissions of the County of Powys. Whilst the draft report suggests that the emissions from agriculture currently outweigh the sequestration from the various carbon sinks in the county, the report also looks at the potential sequestration from regenerative farming techniques for creating additional carbon sinks. This report will give us a good base of information from which to demonstrate and encourage the potential for carbon sequestration, together with biodiversity action and community energy, to contribute to farm diversification, local economic growth and more sustainable farming.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
