Response by Head of Service: Thank you for your questions regarding the proposed BritCard digital ID system The proposed BritCard digital ID system was officially announced by UK Prime Minister Keir Starmer on 25 September 2025 as part of the government's strategy to tackle illegal migration and streamline identity verification for work and residency rights in the UK. The proposed solution has not yet been consulted on. A public consultation is expected to launch later in 2025, to gather feedback At this stage, Powys County Council does not have sufficient information about the proposed BritCard digital ID system to make a definitive statement on its implications or potential integration with council services. We are aware of public concerns regarding digital inclusion, data privacy, and the potential future uses of digital ID systems. These are important issues, and we are committed to ensuring that any developments in this area are carefully considered, particularly in relation to the needs of our rural and cross-border communities. As more details about BritCard become available, the Council will engage with relevant stakeholders, assess the potential impacts on residents, and advocate for safeguards that protect privacy, autonomy, and equitable access to services. The public consultation will be a key part of this process. We will continue to monitor the situation closely and provide updates as appropriate.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
