Response by the Cabinet Member: Thank you for your question. This matter has been covered extensively elsewhere and in my view, has everything to do with perception and upon which there is no universal agreement. In seeking to be even handed, the service will be exercising the provision under Section 132 of the Highways Act 1980 to remove unauthorised materials upon the surface of a highway or upon any tree or structure within the highway. This work will take place during October. Doing so does come with some additional cost and this will be reported upon separately.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
