Applicant for the licences review - Rod Bowen, Police Licensing Officer, Dyfe-Powys Police Mid and West Wales Fire Service – Rhys Mullan, Fire Safety Lead and Paul Armes, Watch Manager Jacqui Thomas, Principal Trading Standards Officer, Powys County Council As the license holder was not present the Licensing Officer was asked to explain the contact that had been made with them. The Sub-Committee noted that the licence holder had been sent details of the meeting and a link to the teams meeting and that the Licencing Officer had spoken with them earlier in the day. As the licence holder was not present the Sub-Committee agreed to adjourn the meeting to enable them to be contacted and sent a link to the meeting again. After 20 minutes, the Sub-Committee agreed that they would undertake the review meeting in the absence of the licence holder. The Licensing Officer advised that the Dyfed-Powys Police Licensing Officer has submitted an application for a Review of the Premise Licence at 7 days Mini Store Ltd, in Welshpool on the grounds of the premise failing to uphold the Licensing Objectives relating to the Prevention of Crime and Disorder and Public Safety. This review was requested following a Trading Standards led operation, where a quantity of illegal tobacco products was seized and an illegal worker discovered. Rod Bowen, Dyfed-Powys Police Licensing Officer referred to his report [Annex B] and his supplementary report [Annex D] in the agenda pack. He emphasised the breaches of licensing objectives and cited Home Office guidance under Section 182. He highlighted the serious criminal activity, including employment of an illegal worker and recommended revocation of the licence as the only effective measure. Jacqui Thomas, Principal Trading Standards Officer confirmed the street value of seized goods exceeded £5,000. She advised that the investigation was as a result of intelligence-led enforcement approach and links to organised crime and raised concerns that the premises might have potential association with wider criminal activity. Rhys Mullan, Fire Safety Lead reported on the inspection undertaken on 21 August 2025 which revealed that no fire risk assessment had been undertaken, firefighting equipment was missing and there was a lack of emergency plans and fire action notices. As a result, the Fire Service concluded that public safety objectives were not met. The Licensing Officer advised that she had received a message from the premises licence holder asking what the decision of the meeting was. The Sub-Committee withdrew to consider, in private, the application and the evidence they had heard, with the support of the Clerk. On their return the Chair announced their decision. In reaching the decision members took into account the relevant written and verbal representations. RESOLVED Reason for decision That 7 Days Mini Store Limited’s premises licence be revoked.
