Response by the Cabinet Member: Estyn's inspection of Powys County Council's Education Service in February 2025 resulted in the following recommendation regarding post-16: "Work with partners to rapidly develop and implement a model for 16-19 education that is financially viable and sustainable, and meets the needs of all learners, and considers Welsh-medium and ALN provision." The published report further states: "Local authority officers have worked with school leaders and wider stakeholders across the authority to develop options for post-16 learners. Over the past three years, the local authority has introduced the ‘Chweched Powys Sixth model’ to provide sixth form learning on twelve school sites. However, these arrangements have not led to improved learner outcomes, are not financially sustainable and do not support equal access to post-16 provision for all learners. As a result, progress in addressing post-16 transformation has been too slow." While Estyn does not explicitly recommend reducing the number of sixth forms, its findings clearly highlight concerns about the sustainability, equity, and effectiveness of the current model. In response, the Council progressed the strategic review of post-16 provision, which was considered by Cabinet in May 2025. The review recommended that consideration is given to reconfiguring sixth form provision to achieve a critical mass of learners, to minimise duplication and improve resource allocation. It also recommended that stronger collaboration is fostered between all providers to offer a broader range of courses and improve learner outcomes. Cabinet agreed that significant change is required to the current post-16 model to ensure it meets the needs of Powys learners and is financially viable. Cabinet also approved engagement with a wide range of stakeholders to support the development of the preferred way forward. No decision has been made to close any sixth forms, and stakeholders are actively encouraged to provide feedback on the options presented, as well as to propose alternatives for consideration.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
