The Committee reviewed the current work programme. It was noted that the scheduled item for 17 December had been delayed. Gwilym Davies, Head of Planning and Regulatory Services, explained that following stakeholder meetings and consultation feedback, several amendments and new policies had been proposed. The Leader intends to hold further meetings early in the new year with the Farm Advisory Group and other stakeholders to discuss these changes. Consequently, consideration of the Council’s Rural Estate Policy (sometimes referred to as the Farm Estate or Rural Enterprise Policy) has been deferred, with the intention to bring it back in May, subject to completion of the necessary process. Members expressed concern regarding the delay and emphasised the need to progress the matter at pace, given its significance as a major policy concerning a substantial Council asset. While acknowledging the reasons for the postponement, the Committee urged officers to ensure that the policy was brought forward as soon as practicable. It was further noted that other items on the work programme remained on track, and officers were asked to make every effort to avoid future delays.
Committee received the Cabinet's response to Scrutiny Recommendations on the following items: a. Cark Park Review b. Winter Maintenance Report c. Climate and Nature Annual Report d. Berriew St Car Park Development e. Marches Environment Investment Platform f. Visitor Accommodation Levy It was noted that the committee had a high number of recommendations accepted, Officers were thanked for their responses and the Housing service were commended for the in-depth responses they provided.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
