Objectors: Rory Owen, Owner and Landlord of The White Horse, Builth Wells and Morgan Manwaring. The Royal Welsh Agricultural Society (RWAS) had applied for a 2 hour extension for Outdoor Music (extension from 23:00 – 01:00) and for Late Night Refreshment (extension from 00:00 – 01:30). Objections had been received from County Councillor Jeremy Pugh, the owners of Penmaenau Farm and the owners and landlords of The White Horse, Builth Wells. There had been no objections from the responsible authorities but they had made comments which were included in the papers for the meeting. Mr Jones explained that the intention of the extension was to ease congestion from people leaving the site to improve safety and welfare. Mr Jones and Mr James answered questions from the Sub-Committee and the objectors on noise management, security, medical and welfare arrangements. The Sub-Committee withdrew to consider, in private, the application and the evidence they had heard, with the support of the Clerk. On their return the Chair announced the Sub-Committee’s decision. In reaching the decision members took into account the relevant written representations made by the objectors and the verbal representations. Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
