Response by the Cabinet Member: Many thanks for your question. Please can the PFH confirm what the current Post-16 per student payment is that Powys County Council receives from Welsh Government? The average funding per learner that was received in the 2025/26 financial year was £4,831. There are also additional allocations for deprivation , sparsity, Welsh medium, administration, teachers pension etc received in this financial year which are lump sums in the breakdown provided by Medr. These additional allocations are distributed to our schools as per the agreed Chweched Powys formula. Please can the PFH confirm if the same payment amount is received irrespective of the Post-16 student’s county of residency? The funding is based on actual Post 16 learner numbers over the last three years in the schools and does not look at whether the learner is out of county or not.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
